ICE and CBP killed or let die three people in October 2026, and ICE has not listed any of the three on its own death toll.
We count 93 people who have died in ICE or CBP custody or been killed in ICE or CBP operations since January 2025, 71 in custody and 22 in operations, and 31 of them are missing from ICE's own death list. All three people this month died in ICE custody, in detention centres run for the agency by private prison companies.
Emiliano Andrade-Covarrubias, 56, died in ICE custody on 17 October at the Rio Grande Processing Center, a GEO Group facility in Laredo, Texas, after staff found him unresponsive in his cell during a security check at about 10 am.
He was a Dallas resident and a lawful permanent resident, and his daughter said he had lived in Dallas for decades and had been travelling back and forth to Mexico to build a house. Federal officials said he had been held since June, and ICE said he received proper medical care, but his daughter disputes that account. The family learned of his death from the Webb County Medical Examiner, which is performing the autopsy, and had not been contacted by any federal agency, and Rep. Henry Cuellar has submitted seven questions to ICE about his care. ICE has not listed his death.
